Eliyahu Goldratt's book, Critical Chain, describes an all-too common problem on construction projects. Schedule gains are rarely maintained but once the project end date begins to slip, it continues to slip more and more. The reasons for this can be rather complex, but it also calls attention to a stark fact. Project schedules consist of hundreds, or even thousands, of individual tasks. If these durations are based on historical averages then contractors have a 50-50 chance of completing tasks in less than the time allowed. Continual slippage in the project schedule is therefore a very serious problem.
